E. J. Ourso College Dean Appointed to Federal Salary Council

President Joe Biden announced today that he intends to appoint E. J. Ourso College of Business Dean Jared Llorens, along with two others, to a member role within the Federal Salary Council.

The Federal Salary Council is an advisory body of the executive branch that provides recommendations on pay differentials for federal employees. The Council submits recommendations to the Secretary of Labor, Director of the Office of Management and Budget, and the Director of the Office of Personnel Management.

“It is a tremendous honor and privilege to be appointed to the Federal Salary Council. I’ve spent the vast majority of my career exploring the role and impact of compensation practices in the public and private sectors. As an academic, being asked to apply my scholarship and insights to recommendations on federal pay differentials is a once-in-a-lifetime opportunity, and I look forward to working with the other members of the Salary Council,” said Llorens.

In addition to being dean of the E. J. Ourso College of Business, Llorens is also an expert in the areas of public sector compensation and recruitment. He began his academic career in 2007 as an assistant professor of public administration at the University of Kansas, then accepted a faculty position in LSU’s Department of Public Administration in 2009. In 2015, Llorens was named chair of the LSU Department of Public Administration and then was appointed dean of the E. J. Ourso College of Business in 2020.

In 2020, Llorens was named a Fellow of the National Academy of Public Administration. He is the former editor-in-chief of Public Personnel Management, and his research has been published in various academic outlets. He is also a co-author of the widely adopted textbook Public Personnel Management: Context and Strategies 6th & 7th editions. Before beginning his academic career, Llorens served as a human resources analyst with the U.S. Office of Personnel Management and the U.S. Department of Labor in Dallas and Washington, D.C. A Baton Rouge native, Llorens received his BA in English from Loyola University of New Orleans, his MPA from the LBJ School of Public Affairs at The University of Texas at Austin, and his PhD in Public Administration from the University of Georgia’s School of Public and International Affairs.
